Operational Bottlenecks in Pre-Sales Workflows
The Association of Issuing Bodies (AIB) develops and promotes standardized energy certificate systems across Europe. Through the European Energy Certificate System (EECS), the organization enables secure and transparent cross-border transfer of Guarantees of Origin (GOs), helping companies and consumers reliably verify the source of renewable energy.
The AIB brings together national issuing bodies from dozens of European countries to harmonize their certification systems. However, as Renewable Energy Certificate trading volumes increased, the organization faced growing operational challenges in maintaining transaction speed, platform stability, and cross-border interoperability.
- High transaction latency: REC validation workflows took more than five minutes per transaction, creating operational bottlenecks and increasing exposure to potential fraud risks.
- Limited scalability under high transaction volumes: Existing infrastructure struggled to handle growing trading activity, leading to platform instability and operational downtime during peak loads.
- Complex integration across cross-border registry systems: The new fraud detection engine needed to integrate seamlessly into a live 24/7 platform connecting multiple national registries without disrupting ongoing market operations.
A real-time platform was required to improve validation speed, strengthen operational resilience, and support secure cross-border renewable energy trading.
Engineering a Real-Time Fraud Detection AI Platform
Addressing these challenges required more than static fraud rules and delayed validation workflows. A platform capable of processing streaming transaction data, detecting suspicious patterns in real time, and scaling across high-volume REC operations was essential.
Our team engaged as a strategic engineering partner to design and implement a real-time fraud detection platform tailored to renewable energy certificate ecosystems.
1. Modernizing the Platform Architecture
Addepto rebuilt the legacy backend using scalable cloud-native technologies hosted on Microsoft Azure to improve performance, resilience, and operational scalability.
A modernized architecture provided the foundation required to support real-time fraud detection and high-volume REC transaction processing across multiple European registries.
2. Implementing Real-Time Data Streaming
The platform integrated RabbitMQ for message queuing alongside Redpanda Connect for high-throughput event streaming, enabling continuous processing of certificate transactions across borders.
Streaming infrastructure significantly improved responsiveness while supporting low-latency transaction validation at scale.
3. Building a Serverless Fraud Detection Engine
Azure Functions were implemented to process incoming transaction data in real time, compile validation queries dynamically, and route them to the fraud analytics engine.
A serverless architecture improved operational flexibility while enabling efficient scaling during peak transaction activity.
4. Deploying Explainable Fraud Logic in Databricks
The fraud detection engine leveraged Databricks to implement rule-based and fully explainable fraud validation workflows designed for scalability, transparency, and auditability.
Explainable fraud logic improved operational trust while enabling regulators and market participants to understand how suspicious activity was identified.
5. Enforcing Strict Transaction Sequencing
The platform enforced strict sequencing rules to ensure every Renewable Energy Certificate transfer followed a valid, time-sensitive ownership chain without parallel or out-of-order processing.
Transaction integrity controls reduced fraud risks while improving the reliability of cross-border certificate validation workflows.
6. Enabling Long-Term Data Retention and Auditability
A full historical archive of transaction activity was implemented to support regulatory audits, compliance workflows, and historical operational analysis.
Long-term retention capabilities strengthened transparency while improving the organization’s ability to investigate suspicious trading activity over time.
7. Delivering Secure Self-Service Analytics for AIB Members
The solution introduced dashboarding and self-service analytics capabilities with row-level and column-level access controls, enabling AIB members to securely explore and analyze their operational data.
Secure analytics access improved visibility across renewable energy certificate operations while maintaining strict governance and data protection standards.
“We had to engineer a system that combined real-time processing, strict sequencing logic, and large-scale data integration, without disrupting a live trading platform. It was a rare mix of performance, precision, and resilience”

Strengthening Renewable Energy Market Trust
The upgraded platform delivered a major improvement in both operational performance and fraud oversight. REC validation times were reduced from more than five minutes to just 15 seconds, enabling near real-time transaction integrity even during periods of high trading activity.
Fraud detection workflows are now faster, more reliable, and fully transparent, with explainable rule-based logic capable of identifying suspicious activity in real time while supporting regulatory and legal compliance requirements.
Before
- REC validation required more than 5 minutes per transaction
- Transaction history retained for only one month
- Fraud detection workflows lacked reliability and transparency
- Platform instability during high transaction volumes
After
- Real-time validation completed in just 15 seconds
- Permanent access to full historical transaction data
- Faster and more reliable fraud detection capabilities
- Scalable architecture delivering stable high-volume performance
By centralizing access to both live and historical transaction data, the platform also provides AIB with deeper visibility into market behavior, regulatory impact, and emerging operational risks, enabling more proactive and data-driven governance.
In addition, the solution functions as a secure self-service analytics platform for AIB members. Interactive dashboards and granular access controls allow participants to explore operational data confidently while maintaining compliance standards, supporting future operational intelligence initiatives across renewable energy ecosystems.
